Skilled and unskilled manpower supply, by trade

Manpower supply by trade is the deployment of workers employed and sponsored by a licensed supplier to a client's site, selected and priced by the trade they practise and the grade they hold: unskilled helpers and general labour, semi-skilled trade assistants, skilled tradesmen who pass a practical test, and the supervisors and foremen who run them. The supplier carries the registered employment, the visas, the WPS wages and the insurance; the client directs the work.

Buying by trade rather than by headcount changes the conversation with a supplier. A crew of forty is not forty of the same thing: a block-work gang is masons and helpers in a ratio, a slab pour needs steel fixers and shuttering carpenters ahead of it, and a tower's cleaning roster is attendants, supervisors and machine operators on shifts. The grade mix sets the wage lines, the productivity and the supervision the crew needs.

tamdeed grades every worker on the bench, runs trade tests for the skilled trades, and prices each grade as its own wage line on the charge sheet. The pages below describe each trade: what the work is, how it is graded, what is checked before deployment and what moves the rate. Trades without a page are supplied on the same terms; ask.

Who buys manpower by trade

Anyone who plans work by crew rather than by headcount.

Main contractors and subcontractors

Gangs built to the programme: helpers and masons for structure and block work, steel fixers and shuttering carpenters for pours, electricians and finishing carpenters for fit-out, ramped by phase.

MEP and fit-out contractors

Electricians, assistant electricians and helpers for installation programmes, with certificates on file and supervisors who read the drawings.

Facilities and cleaning companies

Housekeeping and cleaning teams for towers, malls, hotels and communities, rostered to the contract's shifts and standards.

Plants, warehouses and operators

Helpers, loaders and trade assistants for production, yards and logistics parks, on shifts that follow the plant.

What is included with every worker

The same employment behind every trade. Nothing is bundled into the wage or left off the record.

Registered employment and sponsorship

Employed by tamdeed on a MOHRE-registered contract and sponsored on a residence visa by tamdeed. Your site carries no employment liability.

WPS wages every month

Paid through the Wage Protection System from approved attendance, with overtime at the statutory premium and an itemised payslip in the worker app.

Grading and trade tests

Every worker is graded on the bench. Skilled trades pass a practical test before they are confirmed to you; certificates and experience are checked and stored against the profile.

Medical insurance and documents

Cover from day one; Emirates ID, labour card and medical fitness tracked with expiry alerts in your portal.

Safety induction and PPE

Site safety briefing before the first shift, PPE issued as agreed on the charge sheet, midday break and rest rules enforced by the platform.

Geofenced attendance

Check-in and check-out at your site from the worker app, so the hours you are billed are the hours worked.

Supervision and replacements

A named tamdeed contact, performance notes against each worker, and replacement from the bench when someone does not meet the standard.

One itemised invoice

Wage, government fees at cost, insurance, accruals, transport where agreed and administration on separate lines every month.

From brief to first shift

Workers already on the bench mobilise in days; roles that need recruiting or a new visa take longer, and we say which at the brief.

  1. 1

    Brief

Headcount, grade mix, site, start date, duration and shift pattern, plus any site pass or client induction the job requires.

  2. 2

    Match and verify

Bench workers first, recruitment where needed. Skilled trades are trade-tested, documents are checked and the grade mix is confirmed to you before the charge sheet.

  3. 3

    Charge sheet

Every monthly line, or the hourly rate for short cover, approved in your portal before anyone moves. Government fees at cost.

  4. 4

    Mobilise and track

Induction, transport where agreed, geofenced check-in from the first shift, payroll and invoices running on the platform.

Trades on the bench and on request

Fourteen trades with their own page, and the rest supplied on the same terms. Licensed activities such as security are not supplied.

How a rate by trade is built

A monthly rate per worker is the wage for that grade plus the real costs of employing the worker, plus administration. Each grade on a crew gets its own wage line, so a gang of masons and helpers is priced as masons and helpers, not as forty identical workers.

Hourly and daily rates are the same monthly cost divided by contracted hours, about 208 a month on a 48-hour week. Government fees change from time to time and are passed through at cost.

Questions, answered plainly

What is the difference between skilled and unskilled manpower supply?

Unskilled manpower is helpers and general labour: material handling, preparation and assisting a trade, checked for fitness, experience and safety. Skilled manpower is tradesmen such as masons, carpenters, steel fixers and electricians who pass a practical trade test and hold the certificates the trade expects. Semi-skilled workers sit between the two and supervisors run the crew. tamdeed prices each grade as its own wage line.

Which trades does tamdeed supply?

Helpers and general labour, masons, carpenters, steel fixers, electricians, housekeeping and cleaning staff, painters, plumbers, pipe fitters, scaffolders, HVAC technicians, drivers, forklift operators, and warehouse pickers and packers each have their own page. Welders, fabricators, production line workers, machine operators and store keepers are supplied on the same terms. Licensed activities such as security guards are not supplied.

How do you test a skilled worker?

With a practical test in the trade before the worker is confirmed to you: a section of block wall to line and level for a mason, a formwork assembly for a shuttering carpenter, tying to a bar bending schedule for a steel fixer, a wiring and termination exercise for an electrician. Certificates and experience are checked and stored against the profile, and you can join the test where you want to.

Can I mix grades in one crew?

Yes, and most crews are a mix. You brief the grade mix or the task and we propose it; each grade appears as its own wage line on the charge sheet, with the supervisor where the crew size needs one.

Who is the legal employer of the workers?

tamdeed. Every worker is employed on a MOHRE-registered contract, sponsored on a residence visa and paid through WPS by tamdeed. They report to your site for the work.

How quickly can a trade crew mobilise?

Workers already on the bench and in the UAE can be at your site within days of an approved charge sheet. Trades that need recruiting, or workers coming from abroad on new visas, take longer because the visa process sets the pace; we tell you which applies at the brief.

Do you supply trades outside Dubai?

Yes, in all seven emirates. Abu Dhabi and Sharjah have their own pages because the sites and the logistics differ; Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain are supplied from the same bench with transport shown as its own line.

What does manpower supply cost per trade?

The wage line depends on the trade and the grade, and the rest of the rate is the same for every worker: government fees at cost, insurance, gratuity and leave accrual, any PPE, tools or transport, and tamdeed's administration line. Send the grade mix and the site through the form and the charge sheet shows the amounts against each line.
