What a PEO means in the UAE
A professional employer organisation (PEO) in the UAE is a provider that runs the employment administration for a company that already holds a UAE trade licence and sponsors its own employees: payroll through the Wage Protection System, keeping work permit and residence visa cases on track, employment contracts, leave and attendance records, medical insurance enrolment and the labour-law compliance around all of it. The company remains the legal employer and visa sponsor; the PEO does the work.
This is different from an employer of record (EOR), where the provider is the legal employer and sponsors the visas, which is what a company without a UAE entity needs. Many providers use the two terms interchangeably. tamdeed offers both, and this page is about the first one: you have the licence, we run employment for you.
The reason to use a PEO here is capacity and accuracy. UAE employment has monthly, quarterly and per-hire filings that each carry a fine if missed, and most growing companies do not want an HR and PRO department before they have a finance department. The platform does that coordination work, and you see it done.
Who uses tamdeed as a PEO
Companies with a UAE licence and people to employ, who would rather not build the back office.
A new UAE entity hiring its first ten to fifty people
You have the licence and the establishment card. You do not yet have a PRO, a payroll officer or an HR system. tamdeed becomes all three from the first hire.
A branch or subsidiary of a foreign group
Head office wants UAE payroll and immigration done properly and reported monthly, without hiring a local HR team for a small headcount.
A growing SME whose admin is now a full-time job
Visa renewals, WPS files, leave balances and gratuity accruals are being tracked in spreadsheets by someone who was hired to do something else.
A company that also needs supplied workers
Some of your people are on your licence and some are supplied by us. Both sets live on the same platform with the same attendance, payroll and reporting.
What the PEO service includes
Each line is a module of the tamdeed platform, and each is priced on its own so you take what you need.
Employment contracts
Contracts prepared to UAE labour law, ready for registration under your establishment, and stored against each employee's profile with every amendment.
Work permits, visas and renewals
Every work permit, visa and renewal under your sponsorship runs through the immigration pipeline: each stage tracked, medical, Emirates ID and labour card status visible, expiries flagged before they matter, and an audit log behind every change. Filing on your behalf is scoped in your quote.
WPS payroll every month
Gross pay computed from approved attendance, overtime and allowances applied, the WPS salary file prepared and submitted, and itemised payslips issued in the worker app.
Leave, attendance and timesheets
Geofenced check-ins for field staff, timesheets for approval, statutory and contractual leave balances requested and approved in one flow.
Medical insurance and benefits
Mandatory medical cover enrolled and renewed, allowances and benefits administered against the contract, so nothing is promised that is not delivered.
Gratuity and end of service
End-of-service gratuity accrued as people work and settled correctly under the Decree-Law when they leave, with the calculation visible to you.
Compliance calendar
Midday break rules, overtime limits, contract renewals and document expiries watched by the platform, with the record to show an inspector.
Reporting
Headcount, cost per employee, leave liability and document status in your portal, exportable for your board or your auditors.
How it starts
Most companies are live within the same month they sign, because nothing has to be built.

PEO, EOR or manpower supply: which one do you need?
The honest test is who holds the licence and who signs the employment contract.

What a PEO costs with tamdeed
Pricing is per employee per month, itemised by module, with government fees passed through at cost on their own invoice lines. The numbers below are the published platform prices; the pricing pages carry the detail for each.
Live pricing applies to teams of one to ten. Above ten employees we prepare a custom quote from the same lines.
Illustrative combination for a company taking all four modules: AED 168 per employee per month before government fees. Your quote lists exactly the lines you take.
You watch the work, not the inbox
Every visa case, payroll run and leave request is a record in your portal with a status and a date. Nobody has to ask a PRO where a file is.

Questions, answered plainly
What is a PEO in the UAE?
A professional employer organisation runs the employment administration for a company that holds its own UAE licence and sponsors its own employees: WPS payroll, work permits and visas, contracts, leave, insurance enrolment and labour-law compliance. The company stays the legal employer; the PEO does the work on its behalf.
Do you provide PEO services in Dubai?
Yes. tamdeed provides PEO services across the UAE, including Dubai, Abu Dhabi, Sharjah and the northern emirates. Your employees stay on your own licence and sponsorship wherever they are based, and tamdeed runs their payroll, visas, contracts, leave and compliance on one platform. If you do not hold a UAE licence yet, the employer of record service employs them for you instead.
What is the difference between a PEO and an employer of record in the UAE?
With a PEO you remain the legal employer and visa sponsor and the provider administers employment for you. With an employer of record the provider is the legal employer and sponsor, which is what you need if you have no UAE entity. A work permit is issued against a licensed employer, so there is no version of a PEO that removes the need for a licence.
Do I need a UAE trade licence to use tamdeed as a PEO?
Yes. The PEO service administers employees under your own licence and establishment card. If you do not have an entity, or do not want one, tamdeed's employer of record service employs the people for you instead.
Does tamdeed handle visas for employees under my sponsorship?
Work permit, visa and renewal cases under your sponsorship run through tamdeed's immigration pipeline: each stage tracked in your portal, medical, Emirates ID and labour card status visible, every expiry flagged ahead of time, with an audit log behind each change. Filing on your behalf is scoped in your quote. Where tamdeed is the sponsor, under the employer of record service, processing is handled in-house end to end.
How is payroll paid?
Through the Wage Protection System every month. Gross pay is computed from approved attendance, the WPS salary file is prepared and submitted, and each employee receives an itemised payslip in the worker app. Overtime, allowances and gratuity accrual are calculated by the platform.
How much does a PEO cost in the UAE?
tamdeed prices per employee per month by module: core workforce from AED 14, managed payroll AED 85, compliance and immigration AED 40, benefits administration AED 29. Government fees are passed through at cost. A company taking all four modules pays AED 168 per employee per month before government fees, for teams of one to ten; larger teams receive a custom quote.
Can I mix PEO employees with supplied workers?
Yes. People employed under your licence and workers supplied and employed by tamdeed live on the same platform, with the same attendance, payroll and reporting, and appear on one invoice.
How long does it take to start?
Setup is configuration, not construction: employee profiles, documents, attendance rules and pay elements are loaded and approved in your portal, and most companies run their first payroll on the platform within the same month.
