What manpower supply in Dubai means
Manpower supply in Dubai is an arrangement where a licensed supplier employs workers on its own trade licence, sponsors their residence visas and pays them through the Wage Protection System, and then deploys them to work under a client's direction at the client's site for an agreed period and rate. The client gets the people and the day to day control; the supplier carries the employment, the compliance and the paperwork.
It is the model behind most of the cleaners, security and facilities staff, warehouse teams, site labour and, increasingly, sales and administrative staff working in Dubai today. The difference between suppliers is not the model but how it is run: whether the workers are properly employed and paid, whether the client can see what is happening, and how much of the rate goes to the supplier's overhead rather than to the worker.
tamdeed runs manpower supply on a platform. Workers check in on site with geofenced attendance, timesheets flow into payroll, visa and document expiries are tracked, and the client's portal shows every person, every document and every dirham. The coordination work that inflates a traditional supply rate is done by software, which is what keeps the rate honest.

Manpower supply by trade, by emirate and by shape
This page is the hub. Each page below answers one narrower question, with the same employment and the same charge sheet behind it.
Who uses manpower supply in Dubai
Companies that need people working, not another employer's paperwork.
Facilities management and cleaning contracts
Cleaners, housekeeping, MEP technicians and helpers for malls, towers, offices and communities, on rosters that change with the contract.
Construction and fit-out projects
Helpers, masons, carpenters, steel fixers, electricians and plumbers mobilised to site for the programme, with attendance you can audit.
Logistics, e-commerce and delivery
Pickers, packers, loaders, drivers and riders who scale with volume through peaks and launches.
Banks, retailers and service companies
Card and loan sales agents, promoters, cashiers, customer service and administrative staff a brand can put its name behind.
What is included in the supply
Everything an employer owes, carried by tamdeed and visible to you.
MOHRE-registered employment
Every worker is employed by tamdeed on a registered contract and sponsored on a residence visa. There is no grey employment on your site.
WPS payroll
Salaries paid through the Wage Protection System on time every month, with overtime and allowances computed from approved attendance.
Medical insurance and Emirates ID
Cover from the first day and every statutory document in date, tracked with expiry alerts.
Vetting and induction
Identity, right to work, experience and, where relevant, trade tests and certifications checked before deployment. Workers are briefed before the first shift.
Geofenced attendance
Workers check in and out at your site from the worker app, so the hours you are billed for are the hours worked.
Supervision and replacements
A named contact, performance follow-up and replacement of workers who do not meet the standard.
Welfare and conduct
People treated properly stay and perform. Midday break rules, rest days and leave are enforced by the platform, not left to chance.
One itemised invoice
Salary, visa and government costs, insurance and administration on their own lines. Nothing is bundled into a number you cannot check.
From request to first shift
Deployment speed depends on the role and whether the people are already in the UAE.

Manpower supply, a recruitment agency, or an employer of record?
Three different services that get sold under one word. The test is who employs the person and who you are paying for.

How a manpower supply rate is built
A monthly rate per worker is the worker's salary plus the real costs of employing them, plus administration. tamdeed shows those on separate lines rather than one bundled number, so you can see what the worker earns and what the employment costs.
Government fees change from time to time and are passed through at cost. Live pricing applies to one to ten workers; larger requirements receive a custom charge sheet built from the same lines.
Illustrative structure, not a tariff. Your charge sheet lists the exact lines and amounts for your roles, headcount, site and contract length before you pay a dirham.
Build your charge sheet
Pick the grade, the site, the term and the hours, and watch which lines appear, which are at cost and which one is tamdeed's. No market rates, no bundled number.
Turns the statutory accruals into dirhams on your own assumption. tamdeed does not publish market wages; the wage on a real charge sheet is agreed with you by role and grade.

Short cover is the same monthly cost divided by fewer hours, which is why an hourly rate looks higher and is not more expensive per month.

Questions, answered plainly
What is manpower supply?
Manpower supply is an arrangement where a licensed supplier employs workers, sponsors their visas and pays them through WPS, then deploys them to work under a client's direction at the client's site for an agreed period and monthly rate. The client controls the work; the supplier carries the employment.
Is manpower supply legal in Dubai?
Yes, when the supplier is licensed by the Ministry of Human Resources and Emiratisation to supply labour and the workers are employed on registered contracts, sponsored on residence visas and paid through the Wage Protection System. tamdeed employs every supplied worker this way.
How quickly can workers be deployed in Dubai?
Workers already on the tamdeed bench and in the UAE can be mobilised in days once the charge sheet is approved. Roles that need recruiting, or people coming from abroad on new employment visas, take longer because the visa process sets the pace. We tell you which applies before you commit.
Is there a minimum headcount or contract length?
No fixed minimum. Live pricing covers one to ten workers; larger teams receive a custom charge sheet. Contract lengths run from short cover to multi-year supply, and the rate reflects the length.
Who is the legal employer of supplied workers?
tamdeed. Workers are employed by tamdeed on MOHRE-registered contracts, sponsored on residence visas by tamdeed and paid through WPS by tamdeed. They report to you for the work.
What is included in the monthly rate?
The worker's salary, the amortised government costs of the work permit, visa, medical, Emirates ID and labour card, medical insurance, end-of-service gratuity accrual, and tamdeed's platform, supervision and administration line. Each appears on its own line on the invoice.
What happens if a worker does not perform?
You tell us through the portal or your named contact and we replace the worker. Attendance and performance notes are recorded against each person, so the decision is based on the record.
Do you supply office and sales staff as well as site workers?
Yes. tamdeed supplies both collars: site and field roles such as cleaners, technicians, drivers and trades, and office and sales roles such as credit card and loan sales agents, administrators, customer service and call centre staff. The same vetting, employment and platform apply to all of them.
How do I compare manpower companies in Dubai?
Ask each one for the same four things: the wage the worker receives through WPS, which fees are at cost and which are marked up, how overtime, leave and gratuity are treated, and whether the invoice is built from an attendance record you can see. A company that answers all four in writing can be compared; one that offers a single bundled rate cannot. Our guide to choosing a manpower company in Dubai lists the rest of the questions.
