How to Choose a Manpower Supply Company in Dubai: 9 Questions to Ask
Choosing the wrong manpower supplier can cost you time, money, and compliance headaches. Here are the 9 questions every UAE business should ask before signing.

Choosing a manpower supply company isn't just a procurement decision — it's a compliance and reputational one. The right partner deploys reliable staff quickly and carries your compliance burden. The wrong one exposes you to legal risk, unreliable workers, and hidden costs. Before you sign anything, ask these nine questions.
1. Are you licensed by MOHRE for labour supply?
This is the non-negotiable first question. Only companies licensed by the Ministry of Human Resources and Emiratisation may legally supply labour to third parties. Contracting with an unlicensed supplier puts your business at legal and financial risk. A legitimate supplier will provide their licence without hesitation. If they're evasive, walk away.
2. Do you run all wages through WPS?
The Wages Protection System is mandatory, and a compliant supplier runs every deployed worker's wages through it. This protects the workers and protects you from association with non-compliant labour practices. Vagueness here is a serious red flag.
3. Do you have a genuine, ready-to-deploy worker pool?
Some "suppliers" don't actually have workers — they start recruiting only after you sign, then scramble to fill your requirement. A real manpower company maintains a pool of screened, visa-ready workers, which is exactly why deployment is fast. Ask how many relevant workers they have available now, not in theory.
4. How quickly can you deploy?
Speed is one of the main reasons to outsource. A supplier with a genuine pool can often deploy in days; one that recruits on demand will take weeks. Ask for a realistic timeline for your specific role and headcount, and be wary of promises that sound too fast to be real.
5. How is your pricing structured — and is it itemised?
Insist on a clear rate model (monthly, hourly, or daily) and an itemised breakdown: what's in the rate, and what's separate (accommodation, transport, insurance, WPS, visa). Opaque, all-in pricing makes it impossible to compare quotes fairly and often hides costs. Transparency is a sign of a supplier who has nothing to hide.
6. What are your overtime terms?
Overtime is where invoice surprises hide. Ask exactly how OT is handled and billed, and get it in writing before you sign. Clear, upfront OT terms are the mark of a trustworthy supplier.
7. How do you manage worker welfare?
This matters both ethically and practically — a well-treated workforce is a reliable, motivated one. Ask about accommodation standards, transport, medical insurance, and seasonal compliance like the summer midday break. A supplier who takes welfare seriously deploys people who perform.
8. Do you have experience in my sector?
A supplier who understands your industry — whether facilities management, hospitality, logistics, retail, or construction — deploys better-fit workers and anticipates your needs. Ask for relevant sector experience and, where possible, references.
9. Who is my point of contact, and how are issues handled?
Deployment is the beginning, not the end. Ask how the relationship is managed day to day: who you call, how replacements or issues are handled, and how quickly. A supplier who manages the workforce end to end — not just drops people off — is worth far more than one who disappears after mobilisation.
The pattern behind the questions
Notice what these nine questions have in common: they separate suppliers who genuinely employ, manage, and stand behind their workforce from those who simply broker bodies. The first kind carries your compliance and welfare burden and gives you reliable people. The second kind hands you risk dressed up as a low price.

The bottom line
The cheapest headline rate is rarely the best decision. Choose a manpower supplier the way you'd choose any critical partner: on licensing, compliance, a real worker pool, transparent pricing, welfare, and end-to-end management. Ask these nine questions, and the right partner becomes obvious.
At tamdeed, we're built to answer every one of these with a clear yes — licensed, WPS-compliant, welfare-focused, transparently priced, and managing your workforce end to end.
