What a staff outsourcing company does in the UAE

A staff outsourcing company in the UAE employs people on its own trade licence, sponsors their residence visas and pays their salaries through the Wage Protection System, then places them with a client company that directs their work day to day. The client gets the staff without holding the employment, the visas or the end-of-service liability; the outsourcing company carries all three and bills a monthly charge per person. It is the local name for what international providers call an employer of record, and it covers both collars: the customer service team and the delivery riders, the accountant and the cleaning crew.

Companies use it for four reasons. They have no UAE entity yet, or do not want one for a small team. Their licence's visa quota is full and the work is not. They want a category of staff, such as sales agents, drivers or cleaners, kept off their own headcount and run by a specialist. Or they are a free zone company that needs people working at mainland sites. In each case the outsourcing company's licence does what the client's cannot.

The arrangement is only as good as the employment behind it. Staff who are not on registered contracts, not paid through WPS, or charged fees to be hired are a liability that ends up on the client's site. tamdeed employs every outsourced worker properly and proves it in the portal: the WPS record, the insurance, the document expiries and the attendance are all there to be inspected, and the invoice is built from the same record.

Staff outsourcing, EOR, PEO or manpower supply: which one is this?

Four names, two questions: who holds the licence, and did you bring the people or ask for them.

What staff outsourcing costs with tamdeed

Outsourced staff are priced per person per month: the salary paid through WPS, government fees at cost, insurance, accruals, and tamdeed's own platform and management line. Where you bring the people and tamdeed becomes their employer, the published employer of record price applies; where tamdeed recruits, employs and deploys a team, the same lines appear on a manpower supply charge sheet with the wage set by the role.

Live pricing applies to teams of one to ten. Above ten, tamdeed prepares a custom charge sheet from the same lines.

Questions, answered plainly

What is a staff outsourcing company?

A licensed company that employs people on its own trade licence, sponsors their visas and pays them through WPS, then places them with a client who directs their work and pays a monthly charge per person. It is the UAE name for what international providers call an employer of record. tamdeed does this for both collars.

Is staff outsourcing legal in the UAE?

Yes, when the outsourcing company is licensed to employ and supply staff and every worker is on a MOHRE-registered contract, sponsored on a residence visa and paid through the Wage Protection System. tamdeed employs every outsourced worker this way and shows the records in your portal.

Do I need a UAE company to outsource staff?

No. Staff are employed and sponsored by tamdeed, so a company without a UAE entity, or a free zone company that needs people at mainland sites, can have staff working in Dubai without holding a licence for them.

Can I outsource staff I already employ?

Yes. Existing staff receive offers from tamdeed, their visas transfer through tamdeed's immigration pipeline, and they carry on working for you with tamdeed as the employer. Staff visa transfers inside the UAE are covered in our guide.

What is the difference between staff outsourcing and an employer of record?

None in substance. Employer of record is the international name and staff outsourcing is the UAE name for the same arrangement: a licensed company employs the people and you direct the work. tamdeed's employer of record page describes the same service with its published price.

What is the difference between staff outsourcing and a PEO?

Who holds the licence. With staff outsourcing tamdeed is the legal employer and visa sponsor. With a PEO you keep the licence and sponsor the staff yourself, and tamdeed runs payroll, visas and HR administration on your behalf.

How fast can outsourced staff start?

People already in the UAE can transfer to tamdeed's employment within weeks, once offers are accepted and the visa transfer runs. New hires from abroad take longer because the visa process sets the pace; we tell you which applies at the brief.

What does staff outsourcing cost in Dubai?

Per person per month: the salary through WPS, government fees at cost, insurance, accruals, and tamdeed's platform and management line. For staff you bring, the published employer of record price is AED 1,750 per employee per month for the platform and management, with salary and government charges passed through at cost. Teams recruited and deployed by tamdeed are priced on a manpower supply charge sheet from the same lines.
