Manpower supply agreement checklist

Before you sign a manpower or labour supply contract in the UAE, check it against this list. Tick each clause off, or save it as a PDF to mark up with your supplier. For the full explanation, read our guide to what a manpower supply agreement should contain.

1. Parties and licence

  • The supplier is named, with its trade licence number and its MOHRE permission to supply labour
  • The legal employer of the workers is stated plainly, and it is the supplier, not you
  • Your entity, the site, and the person who directs the work are named

2. The workers and how they are employed

  • Roles, trades, grades and headcount are listed
  • Every worker is on a MOHRE-registered contract and a residence visa sponsored by the supplier
  • No worker is charged a recruitment fee, in line with UAE law
  • Vetting, trade tests and site inductions are the supplier's responsibility

3. The rate and what each line contains

  • The rate per worker is stated (monthly, daily or hourly), by grade
  • The rate is itemised: wage, government fees, insurance, gratuity accrual, transport, administration
  • Government fees are passed through at cost, not marked up
  • The overtime rate and how it is computed are stated
  • What can change the rate, and the notice for it, is written down

4. Payment, WPS and the invoice

  • The supplier pays every worker through the Wage Protection System
  • Your payment terms to the supplier are set, and a late payment by you never stops the workers' wages
  • The invoice is built from an attendance record you can see and approve

5. Attendance, cover and performance

  • How hours are recorded and approved is defined (geofenced check-in or timesheet)
  • Replacement of a worker who does not meet the standard, and the response time for it, is agreed
  • Cover for a no-show, and who bears the cost, is agreed

6. Compliance, liability and evidence

  • The supplier carries the employment, visa, insurance and end-of-service liability
  • Midday-break, rest-day and labour-law compliance are the supplier's responsibility
  • You can ask for the compliance evidence (contracts, WPS proof, insurance, attendance) for an audit
  • Indemnity and insurance cover are stated

7. Term, scaling and exit

  • The term, and the notice to scale the crew up or down, are set
  • Demobilising at the end of a phase does not leave you holding visas or settlements
  • Conversion of a worker to your own licence, if offered, has its terms written in up front

8. Data, confidentiality and disputes

  • Personal data is handled in line with UAE data-protection law
  • Confidentiality covers both sides
  • Governing law is the UAE, and the dispute-resolution route is named
